The United States Department of the Treasury is founded. (2. September 1789)

George Washington sends the proposed Constitutional amendments (The United States Bill of Rights) to the States for ratification. (2. October 1789)

In France members of the National Constituent Assembly take an oath to end feudalism and abandon their privileges. (4. August 1789)

The 1st United States Congress adjourns. (29. September 1789)

French Revolution: Louis XVI returns to Paris from Versailles after being confronted by the Parisian women on 5 October (6. October 1789)

William Herschel discovers a new moon of Saturn: Enceladus. (28. August 1789)

A national Thanksgiving Day is observed in the United States as recommended by President George Washington and approved by Congress. (26. November 1789)

George Washington makes the first Thanksgiving Day designated by the national government of the United States of America. (3. October 1789)

The University of North Carolina is chartered by the North Carolina General Assembly. (11. December 1789)

The United States Department of War is established. (7. August 1789)

In Versailles, the National Assembly reconstitutes itself as the National Constituent Assembly and begins preparations for a French constitution. (9. July 1789)

French revolutionary and radical journalist Camille Desmoulins gave a speech in response to the dismissal of Jacques Necker France's finance minister the day before. The speech calls the citizens to arms and leads to the Storming of the Bastille two days later. (12. July 1789)

Battle of Rymnik establishes Alexander Suvorov as a pre-eminent Russian military commander after his allied army defeat superior Ottoman Empire forces. (22. September 1789)

Thomas Jefferson is appointed the first United States Secretary of State, John Jay is appointed the first Chief Justice of the United States, Samuel Osgood is appointed the first United States Postmaster General, and Edmund Randolph is appointed the first United States Attorney General. The United States Department of War first establishes a regular army with a strength of several hundred men. (29. September 1789)

Alexander Hamilton is appointed the first United States Secretary of the Treasury. (11. September 1789)

Gilbert du Motier, marquis de Lafayette, is named by acclamation Colonel General of the new National Guard of Paris. (15. July 1789)
