World War I: The U.S. ambassador to the United Kingdom is given the Zimmermann Telegram, in which Germany pledges to ensure the return of New Mexico, Texas, and Arizona to Mexico if Mexico declares war on the United States. (24. February 1917)

The Congress of the United States passes the Immigration Act of 1917 over President Woodrow Wilson's veto. Also known as the Asiatic Barred Zone Act, it forbade immigration from nearly all of south and southeast Asia. (5. February 1917)

Some provinces and cities in the Philippines were incorporated due to the ratification of Act No. 2711 or the Administrative Code of the Philippines. (10. March 1917)

International Women's Day protests in St. Petersburg mark the beginning of the February Revolution (so named because it was February on the Julian calendar). (8. March 1917)
